IIb. Degree/certificate completion rates


Description/Definition:

(7/15/98: Degree/Certificate Completion Rates is amended to match the AACC Core Indicator #3 definition.)

The proportion of an identified community college cohort officially enrolled in a degree program that actually completed a degree or certificate as reported at annual intervals.

These data will provide comparable graduation rate statistics for all post-secondary institutions within the state as well as within the nation. The data will also provide information that can be utilized as an outcome measure of institutional productivity. It will offer insight into the ever-changing demographics of college students within different types of institutions. It will also help to satisfy the Student Right-to-Know legislation.

Methodology and Data Sources:

Community colleges are to report on two initial cohorts: (1) first-time, full-time degree-seeking students and (2) first-time, part-time degree-seeking students. Report the status of both cohorts in terms of the total students in the cohort, the number of completers, by length of program completed, by time to complete the program, the number of students still enrolled, and the number of students not graduated and no longer enrolled, including students who transferred out of the institution. Fall cohorts will be used for this purpose.

The attached spreadsheet is a reduced version of the Graduate Rate Survey with only those elements being extracted in order to meet the requirements of this standard.

Reporting Periods/Timelines:

Data is requested on full-time and part-time first-time degree/certificate seeking students enrolled in a community college as of October 15, 1994. Colleges are to report the status of these students as of August 31, 1997. The federal survey is due to MDE for the first time on March 1, 1998.

Special Conditions/Issues:

A pilot system should be coordinated with other reporting requirements such as the federal Graduation Rate Survey and the Student Right-to-Know in order to reduce redundancy of effort.

History

This indicator has been recommended by the AACC.

Background

The Graduation Rate Survey (GRS) is a new component of the Integrated Postsecondary Education Data System (IPEDS). It is intended to collect data on completion or graduation rates and transfer rates of full-time and part-time, first time certificate or degree-seeking undergraduate students. This survey will provide the National Center for Education Statistics’ (NCES) another indicator to use in describing the constantly changing condition of postsecondary education in the United States.

These data will also help institutions satisfy the requirements of the Student Right-to-Know legislation. According to the Student Assistance General Provisions (Sec. 668.41, 668.46, 668.49), institutions that offer athletically-related student aid are required to report graduation and transfer-out rates to the U.S. Department of Education. In addition, institutions that participate in financial assistance programs under Title IV of the Higher Education Act of 1965, as amended, are required to disclose graduation rates to students and prospective students.

Research Summary

Eighteen of 26 community colleges indicate that they could report on this indicator with current resources and from existing data. Seventeen colleges reported for the 1998-99 Graduation Rate Survey. See the Appendix for pilot survey results.

Definitions

Full-time: According to their level of study or the number of credits earned. A student enrolled for 12 or more semester credits, or 12 or more quarter credits, or 24 contact hours a week each term.

Part-time: According to their level of study or the number of credits earned. A student enrolled for either 11 semester credits or less, or 11 quarter credits or less, of less than 24 contact hours a week each term.

First-time Freshman: An entering freshman who has never attended any college (or other postsecondary institution). Includes students enrolled in the fall term who attended college for the first time in the prior summer term. Also includes students who entered with advanced standing (college credits earned before graduation from high school).

Degree Seeking: All students enrolled in courses for credit who are recognized by the institution as seeking a degree or other formal award.

Credit Course: A course, if successfully completed, which can be applied toward the number of courses required for achieving a degree, certificate, or other formal award.

Completer: A student who receives a degree, diploma, certificate, or other formal award (recognized by the colleges’ Board of Trustees). In order to be considered a completer, the degree/award must be conferred.

Normal Time: The amount of time necessary for a student to complete all time requirements for a degree or certificate according to the institution’s catalog. This is typically 2 years for an Associates degree and the various scheduled times for certificate programs in a standard, semester-based institution.
